ARRA at A Glance

December 5, 2011 AASHTO Report

As of November 25, 2011, the U.S. Department of Transportation has reimbursed states more than $32.8 billion. As of June 30, 2011, the most recent information compiled and released by the House Transportation and Infrastructure Committee Minority Chairman, more than 12,785 highway projects are underway; 8,500 have been completed.

With ARRA funding, more than 11,500 buses and vehicles will be replaced and 665 rail cars purchased or rehabilitated; 2,721 bridges will be improved or replaced; and 41,000+ miles of roadway widened, improved or constructed, including 2,000 transportation enhancement projects funded by ARRA.

Overall, the Federal Highway Administration has approved 13,329 highway projects totaling $26.8 billion –100 percent of the total available highway funds; and the Federal Transit Administration has approved 1,072 project grants for $8.8 billion.

As of December 5, 2011, the Federal Railroad Administration has approved $9.2 billion for 145 projects to 32 states, Amtrak, and the District of Columbia.

Work on Highways and Bridges: As of June 30, 2011, of these projects:
  • Out to Bid: 12,840 projects totaling $26.3 billion (100% of funds)
  • Signed Contracts: 12,785 projects totaling $26.1 billion (99% of funds)
  • Work Underway: 12,663 projects totaling $25.9 billion (98% of funds)
  • Completed: 8,587 projects totaling $9.9 billion (38% of funds)
State Improvements Are Leading to These Long-Lasting Results:
  • 2,721 bridges will be improved, replaced, or newly constructed
  • 41,438 miles of pavement will be improved, resurfaced, or widened
Work on Transit:

Overall, work has been completed on 217 ARRA-funded transit projects totaling $1.4 billion.

State Improvements Are Leading to These Long-Lasting Results:
  • 12,234 buses, rail cars and paratransit vans will be purchased or rehabilitated
  • 4,870 passenger facilities will be constructed or rehabilitated
  • 324 maintenance facilities will be constructed or rehabilitated

Transit Urban and Rural Formula Grants: $7.2 billion awarded for 967 grants. Work completed on 177 grants totaling $595 million.

Transit Greenhouse Gas and Energy Reduction Funding: $100 million awarded for 43 grants in 27 states. Five projects have been completed at $10 million.

Fixed Guideway Infrastructure Investment: $743 million has been awarded for 51 grants in 27 states, Puerto Rico and the District of Columbia. Work completed on 24 grants totaling $30 million.

Transit New Starts Construction: $743 million awarded and work is complete on 11 grants in 8 states and the District of Columbia.

Work on Passenger Rail:
  • As of June 30, 2011 , Amtrak has 154 projects underway totaling $1.3 billion
    • Ninety-three projects are complete, totaling $1.3 billion.
    • Amtrak has awarded 1,277 contracts totaling $1 billion; 48% to small businesses
    • Amtrak will:
      • Replace 1.3 million concrete ties (368,897 are complete)
      • Restore and return to service 60 Amfleet cars (52 are complete), 21 Superliners (18 are complete), and 15 P-40 locomotives (all are complete);
      • Improve 228 stations (206 are complete)
      • Improve 38 maintenance facilities 37 are complete)
      • Replace or maintain nine bridges (eight are complete)
National Surface Transportaiton System Discretionary Grants (Transportation Investment Generating Economic Recovery Discretionary Grants)( total of $1.5 billion):
  • 51 grants announced in 40 states and the District of Columbia
  • Construction has begun on 39 projects totaling $948 million or 65% of the funds
Work on Aviation :
  • In Aviation ($1.3 billion allocated to 771 projects):
    • Work is completed on 748 projects worth $1.2 billion
    • Work is underway on 23 projects worth $137 million
  • In the Aviation Improvement Program ($1.1 billion allocated):
    • Work has been completed on 368 projects worth $1.1 billion
    • Work is underway on 4 projects worth $39 million
